When mailing Form DS-82, include a payment with the
appropriate fee amount to the "Department of State
Note: An application for a passport book and a
passport card may be expedited, but the $60 fee will only serve to
expedite the book at this time. The pending production of your passport
card, will not delay the issuance or delivery of your passport book or the
return of your citizenship evidence.

In order to receive your passport as soon as possible, no
matter what you're applying for (first-time application, renewal, additional
pages, name change, etc.), we strongly suggest that you use an
overnight delivery service to:
A passport is an internationally recognized travel document that verifies the
identity and nationality of the bearer. A valid U.S. passport is required to
enter and leave most foreign countries. Only the U.S. Department of State has
the authority to grant, issue or verify United States passports.
The
U.S. passport identifies the bearer as a U.S. citizen or national. It is a
request to foreign governments to permit travel or temporary residence in their
territories and access to all lawful, local aid, and protection. It also allows
bearers access to U.S. consular services and assistance while abroad and
re-entry into the U.S.
Within
Department of State’s Bureau of Consular Affairs, the Passport Services
Directorate serves U.S. citizens intending international travel through passport
issuance and protects the integrity of the U.S. passport as proof of U.S.
citizenship at home and around the world.
